Kimberly Breier Ms. Breier is a policy and intelligence professional with more than 25 years experience in foreign policy, primarily focused on Western Hemisphere affairs. She previously served as co-chair of the Public Policy Group and Senior Advisor for Latin America at Covington & Burling, based in Washington, DC. Ms. Breier was appointed by president Trump and unanimously confirmed by the Senate as Assistant Secretary of State for Western Hemisphere Affairs in 2018. She also served as the Western Hemisphere Member of the Policy Planning Staff at the Department of State.
Prior to the Trump administration, Ms. Breier was as a career official for more than a decade at the CIA, serving as a political analyst and manager, primarily focused on Latin America. During the Bush administration, she served at the White House in the National Security Council’s Office of Western Hemisphere Affairs, first as Director for Brazil and the Southern Cone, later as Director for Mexico and Canada, and also was an interim Director for the Andean region.
Ms. Breier was the founder and Director of the US-Mexico Futures Initiative and the Deputy Director of the Americas Program at the Center for Strategic and International Studies (CSIS). She also was Vice President of a boutique risk consulting firm, leading country risk assessment teams for private clients in Mexico, Argentina, and Chile from 2011-2017.
Ms. Breier holds an M.A. in Latin American studies from Georgetown University’s School of Foreign Service and a B.A. in Spanish from Middlebury College. She sits on the Advisory Council of the George W. Bush Institute, on the Board of Polaris National Security, and as a non-resident Senior Advisor at the Center for Strategic and International Studies (CSIS).
