Justin M. Romeo has a wide range of experience in litigation and investigations in both the private and public sectors. Most recently, Justin served as Chief Counsel for Oversight and Investigations on the United States Senate Judiciary Committee, with a portfolio covering congressional subpoenas, terror financing, judicial ethics, impeachment, campus radicalism, and border security. Prior to his time in the Senate, Justin litigated complex matters at an international law firm, securing significant victories at the trial and appellate levels. Justin successfully protected clients from billions of dollars in exposure in cases concerning human rights violations as well as alleged material support for terror groups. Earlier in his career Justin clerked for two federal judges and served as an assistant to a Supreme Court justice.

Justin M. Romeo has a wide range of experience handling disputes, litigation and investigations both in the private and public sectors. Prior to joining Torridon Law, Justin served as Chief Counsel for Oversight and Investigations on the Senate Judiciary Committee, under Ranking Member Lindsey Graham. Justin’s portfolio included congressional subpoenas, judicial ethics, reauthorization of the Foreign Intelligence Surveillance Act, investigations into terror financing and campus radicalism, oversight of special counsel matters, border security, and impeachment.

Prior to his work on the Judiciary Committee, Justin practiced law at an international firm in Washington, D.C. and Philadelphia. There, Justin secured trial-level and appellate victories for numerous clients, including summary judgment on behalf of a global health non-profit in defense of extraterritorial Alien Tort Statute claims, and dismissal of Anti-Terrorism Act claims on behalf of a Lebanese bank, with his clients facing the specter of billion-dollar judgments. In the appellate space, Justin was the principal author of briefing before the U.S. Court of Appeals for the Third Circuit, obtaining a stay pending appeal, reversal, and victory on remand for the world’s largest healthcare company, protecting critical competitively sensitive information from public disclosure. Justin maintained a significant pro bono practice, with trial-level victories and briefing before the U.S. Supreme Court.

Earlier in his career, Justin served as a law clerk to then-Chief Judge D. Brooks Smith of the U.S. Court of Appeals for the Third Circuit. In that role, Justin took part in a three-judge bench trial of constitutional challenges to Pennsylvania’s 2011 congressional district map. Immediately prior, Justin clerked for Judge Danny C. Reeves of the United States District Court for the Eastern District of Kentucky, taking part in numerous criminal jury trials, including the nation’s largest-ever social security fraud case.

Justin obtained his undergraduate degree in economics, with high honors, from the University of Pittsburgh, and his law degree from the Georgetown University Law Center. While attending law school, Justin served as a legal assistant to Justice Samuel A. Alito, Jr. at the Supreme Court of the United States, supporting the Justice’s Chambers on matters of Court practice and procedure.
