Bill Keating is a seasoned CPA and senior executive with more than four decades of experience in government contract accounting, compliance, and regulatory risk management. His career began as an auditor with the Defense Contract Audit Agency (DCAA) and the GSA Office of Inspector General, where he built a foundation in federal oversight that has shaped a distinguished career across advisory, audit, and executive leadership roles.
He became a Partner and National Practice Leader at KPMG, advising global leaders such as GE and Siemens on Cost Accounting Standards (CAS), indirect rates, and federal compliance. Over the next 20 years, he led and grew government contractor advisory practices at PwC, BDO, Baker Tilly, Navigant Consulting, and Capital Edge Consulting. He is widely recognized for his expertise in FAR, DFARS, CAS, TINA, DFARS business systems, and DCAA/DCMA audit readiness.
Most recently, Bill served as Senior Director of Contracts and Compliance at Leonardo Electronics US Inc., overseeing all government accounting compliance across U.S. operations. He was the executive owner of accounting during a full ERP system implementation, ensuring CAS/FAR compliance was embedded in system design. He also served as interim CFO and Board Member, providing treasury oversight and financial reporting during a leadership transition.
A respected thought leader, Bill Keating has authored the government contracting chapter in the Construction Accounting Deskbook, contributed to the Journal of Accountancy and Bloomberg Federal Contracts Report, and serves as an instructor for Federal Publications on internal controls and compliance leading practices.
He is an active member of the American Bar Association’s Section of Public Contract Law, the American Institute of Certified Public Accountants, and the National Defense Industrial Association. He previously served on the Executive Advisory Council of the National Contract Management Association.
