Matt Keegan currently started and runs his independent consultancy, Dorsai LLC. In this capacity he is advising private equity, start-up businesses, and large National Security related firms on a broad range of topics ranging from SSA/FOCI issues, strategic planning, technology innovation, to artificial intelligence adoption. He has ~40 years in business spending the last 18 with Leonardo Electronics Inc. (LEI). He retired from Leonardo in October 2024 where he served as President & CEO for 6 years. He was one of the original employees of the Company, joining the team from IBM in 2006. Over this time, he has held several management positions such as Chief Strategy Officer, Information Officer, Chief of Staff, and head of Product Innovation and Mission Assurance.
While functioning in these roles, he has been awarded three patents (two international) for technologies in laser, electronic warfare, and unmanned vehicle. He was the original evangelist of Artificial Intelligence in Leonardo Corporation and has built out concepts in process and product underpinned by AI. He conceived of and implemented a Board Committee for the ethical review and approval of AI projects. He also served as longest-standing Officer/Director on the LEI Board and served as Board Secretary for 11 years.
Matt has extensive experience with start-up organizations growing Corio’s Federal Government line of business from nothing to more than 15% of the company’s [recurring] revenue in two years. Making use of a virtual team, he placed enterprise application solutions and service engagements into defense organizations such as DISA and NSWC, as well as civilian agencies like SBA and the National Gallery of Art. Matt also worked with Oracle Corporation, EDS, Ernst & Young, and KPMG where he led major capture efforts, business development organizations, and service organizations for product implementation services and hosting.
Matt holds a Bachelor of Arts degree from Syracuse University, Maxwell School of Citizenship and Public Affairs award in 1986. In 2006 as one of 16 civilians selected as an Industry Fellow at the National Défense University’s (NDU) Industrial College of the Armed Forces (ICAF) and was a distinguished graduate awarded a Master of Science (MS) in National Resource Strategy. While starting his new position with Leonardo he stayed on as a Visiting Fellow to NDU’s Center for Technology and National Security Policy (CTNSP) until 2010. He has completed executive studies at Oxford University Said Business School (Artificial Intelligence), MIT Sloan School of Management/Computer Science & Artificial Intelligence Lab (Artificial Intelligence), Harvard Business School (Finance), Columbia Business School (Leadership & Management), the Imperial College Business School (London) (Leadership & Management), University of Pennsylvania’s Wharton School (M&A, and Corporate Governance), and the University of Virginia’s Darden School (HR). He is a Director on the University of Tennessee’s Haslam Business School’s Aerospace & Defense Advisory Board.
He has written articles, case studies and white papers on national security topics ranging from technology application for counterinsurgency, Pentagon procurement issues, defense markets, and strategic planning. He is the longest serving Director/Honorary Ambassador on the Royal Air Force Museum’s American Foundation Board working to communicate RAF, USAF, and aviation history.
He is married with one son, lives in Virginia, and works with his family on their West Virginia apiary.
